Founded in 2015, Technica Zen is an independent consulting firm dedicated exclusively to privacy, security, and AI governance.

The name Technica Zen reflects our philosophy of delivering “good (善), balanced (全), and deeply considered work (禅)” in the realm of technology.

Ralph excels at explaining privacy risk management and data protection concepts in clear, accessible terms, and at translating them into sustainable business processes aligned with information governance standards. As an IAPP-approved trainer and a BCS ISEB course director, he is actively engaged in education and professional development in information security and data protection management.

Now based in Singapore, he serves as Senior Director, Data & AI Governance at Org Advisory, as well as a Council Member for AI Safety, Ethics & AI Governance at the Singapore AI Association (SAIA).
Tarun has led privacy programmes across more than 95 jurisdictions for clients in aviation, banking, retail, healthcare, financial services, manufacturing, and other sectors. A lawyer specializing in data privacy, cybersecurity, and AI governance, dual-qualified under the Philippine and New York Bars. He has been named a Top 100 Lawyer in the Philippines three times (Asia Business Law Journal, 2023, 2024, and 2025) and twice recognized as Data Privacy & Protection Lawyer of the Year (ALB Philippine Law Awards, 2023 and 2025). He holds a Master of Laws (LL.M.) from Harvard Law School.

In AI governance, he focuses on applying AI safety principles in practice. He was a member of the Philippine team selected for the Alan Turing Institute's data challenge, and trained over 1,000 officials of the Philippine Department of Information and Communications Technology under a United States Agency for International Development (USAID) program. He currently participates in the U.S.-Philippines Joint Cybersecurity Working Group. With more than 23 years of legal experience, he has also taught at institutions including New England Law | Boston and the Ateneo Law School.
